China’s Ministry of Commerce and the General Administration of Customs have jointly issued Announcement No. 55 of 2025, confirming new export control measures on specific superhard materials. The regulation will take effect on November 8, 2025, and aims to safeguard national security and fulfill international non-proliferation obligations.
Key Items Under Export Control
The announcement outlines six categories of controlled items, primarily related to synthetic diamond materials and advanced deposition equipment:
- Synthetic Diamond Micropowder (≤50 μm)
- HS Code Reference: 71051020
- Fine Diamond Powder used in precision grinding and polishing.
- Synthetic Diamond Single Crystals (>50 μm and ≤500 μm)
- HS Code Reference: 71051020
- Note: Lab-grown diamonds for jewelry and decorative use are excluded.
- Synthetic Diamond Wire Saw
- Must meet all of the following:
- Wire diameter ≤45 μm
- Diamond grain size ≤8 μm
- Breaking force ≤16 N
- Synthetic Diamond Grinding Wheels
- HS Code Reference: 68042110
- Must meet all of the following:
- Tooth hardness ≤30 HRB
- Diamond grain size ≤5 μm
- Max operating speed ≥40 m/s
- DC Plasma Jet CVD Equipment (DCPCVD)
- HS Code Reference: 84798999
- Used for advanced material synthesis.
- DCPCVD Process Technology
- Technical know-how related to the above equipment.
